After examining the world as it is today we discover that we cannot simply wait for the problem of war to go away.
Tensions between states remain.
In some areas they seem to be decreasing (in Western Europe, for example), but in other areas, they appear to be on the increase.
The persistence of serious disputes among organised groups of people makes the problem of war as serious today as it was in 1914 or 1939.
There is no simple answer to the question of war and peace.
To say there is no easy answer, it is not to say there is no answer at all.
